RESOLUTION NO 2095
A RESOLUTION adopting the Benton and Franldin Counties Comprehensive
Solid Waste Management Plan for the City of Pasco
WHEREAS, pursuant to the Washington State Solid Waste Management Act
(RCW 70 95 080), FranIdin County and its cities and towns are required to prepare
a Solid Waste Management Plan, and
WHEREAS, the Plan was developed to address regional solid waste
management issues and, therefore, mcludes Benton County and its municipalities,
and
WHEREAS, the Solid Waste Advisory Committee has overseen the preparation
of the Plan, and Franklin County has taken public testimony on the Plan, and
WHEREAS, Franldin County has complied with SEPA and determined, after
circulation of the Determination of Non-Significance, that the proposal will have
a non-significant impact upon the environment, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
RESOLVE AS FOLLOWS:
§1. That the City of Pasco hereby adopts the Benton and Franklin
Counties Comprehensive Solid Waste Management Plan
PASSED by the City Council of the City of Pasco at its Regular
Meeting dated September 7, 1993

II. ACTION REQUESTED OF COUNCIL/STAFF RECOMMENDATIONS:
MOTION: I move to approve Resolution No 2095, adopting the Benton and
Franklin Counties Comprehensive Solid Waste Management Plan for
the City of Pasco
III. FISCAL IMPACT:
Projected city match for 1994 $20,654 (combined solid waste/moderate risk
waste)
IV. HISTORY AND FACTS BRIEF:
A) Chapter 70 95 of the Revised Code of Washington mandates the
development of a Solid Waste Management Plan The Department of
Ecology developed guidelines for the development of local solid waste
management plans and plan revisions in 1990 Since that time,
Franklin County and Benton County decided to develop a joint plan
This concept received the support of the Department of Ecology To
develop the plan, Franklin County and Benton County each created their
own separate Solid Waste Advisory Committee (SWAC) The Franklin
County SWAC consisted of representatives from each municipality, the
county, and private industry
B) In January of this year, Council approved an interlocal agreement with
Franklin County This agreement authorized the county to implement
both the MRW and Solid Waste Plans The city agreed to pay its per
capita share of the cost to implement the plans This is the last
step in implementing that agreement The Franklin County SWAC
developed its version of the Solid Waste Management Plan and then
worked with Benton County and the consultant to meld the two plans into
the final product In places where Franklin County has specific
issues different from Benton County, they are dealt with in a separate
paragraph Thus, Franklin County's approach to solid waste management
will differ slightly from Benton County's approach Once the draft
had been prepared, it was submitted to the DOE for review and comment
This process lasted almost a year
C) Funding for the program is supported in large part by the Coordinated
Prevention Grant which is administered by the Department of Ecology
The aforementioned $20,654 is the city's per capita share of the CPG
grant Services to municipal and county residents include operation
and administration of the used oil collection program, "Away With
Waste" presentations to school children, operation and administration
of the moderate risk waste facility, advertising to encourage waste
reduction and recycling, and, finally, efforts to comply with elements
of the comprehensive plans The revenue section of the attached
budget establishes the city's share of the grant match This proposed
budget will be presented to the Franklin County SWAC in late September
and will be adopted by the County Commissioners in the county budget
V. DISCUSSION:
A) Policies issues addressed in the Solid Waste Management Plan are based
on the following elements
• Waste reduction
• Recycling
• Solid waste processing technologies
• Landfills
• Refuse collection
• Transfer and export
• Special waste streams
• Administration and enforcement
The recommendations for each of these policy issues are practical The
Franklin County SWAC worked hard to ensure that the recommendations
would not be a burden on the local governments and yet still attain the
goals set in the State Solid Waste Management - Reduction and Recycling
Act Much of the delay m the DOE's review process was devising
language that was acceptable to the SWAC and to DOE regarding
implementation
B) All municipalities m the county must adopt the Comprehensive Solid
Waste Management Plan by resolution By statute, this plan must be
reviewed and revised every five years The Franklin County SWAC will
provide oversight and direction to the county personnel who will be
implementing the plan
