HomeMy WebLinkAbout2041 ResolutionRESOLUTION NO. 2041 A RESOLUTION requesting delay in the issuance of the Final Environmental Impact Statement for the Hanford Reach of the Columbia River. WHEREAS, the Hanford Reach of the Columbia River is subject to vanable flows due to upstream dam operation and inflow from irrigation canals, calling into question its characterization as a wild and scenic river, and WHEREAS, designation of the Hanford Reach as a wild and scenic river could establish minimum stream flow levels that could adversely impact operation of upstream dams, and WHEREAS, the primary land uses in and around the Hanford Reach are agriculture and utility corndors, and WHEREAS, the area proposed for wild and scenic designation includes private agricultural lands, and WHEREAS, the Hanford Reach contains sigruficant archeological and ecological resources, and WHEREAS, changes in the Hanford mission will reduce the need for high security, thus mcreasmg the potential amount of human activity and development along the Reach, and WHEREAS, future land uses for the Hanford Reach and adjacent land will be addressed by the Hanford Site Future Land Uses working group, and WHEREAS, the Hanford Reach Draft Environmental Impact Statement analysis of alternatives does not adequately address future land uses or alternative management scenarios, NOW, THEREFORE, The City Council of the City of Pasco do resolve to request the National Park Service to delay issuing the final Environmental Impact Statement for the Hanford Reach of the Columbia River until the Hanford Remedial Action Environmental Impact Statement is complete PASSED by the City Council of the City of Pasco at a Regular Meeting this _a__. day of \.c,L.3 ,1992 ROVED AS TI FORM CATHERINE D SEAMAN Deputy City Clerk ‘kl GRCOP-"X UBSTELLO City Attor y ATTEST
