HomeMy WebLinkAbout2001 ResolutionCATHERINE D SEAMAN Deputy City Clerk tat( UBSTELLO CI ttoney RESOLUTION NO. 2001 A RESOLUTION publicly objecting to the continuing rate increases for cable services by United Artists Cable Corporation of Washington; and further publicly stating the support of the Pasco City Council for federal legislation allowing local jurisdictions to regulate the rates of charges for cable services by cable television system franchisees. WHEREAS, on February 7, 1983, the Pasco City Council approved Ordinance No 2429 granting a non-exclusive renewal franchise to the then-existing Micro Cable Commumcations Corporation for the installation, construction, operation and regulation of a cable television system for Pasco, and WHEREAS, franchise documents which were negotiated between the City and the franchisee provided for a schedule of rates and charges, and that no change in rate and charges could be made without the pnor approval of the City Council expressed by resolution, and WHEREAS, subsequent to the approval of the franchise, federal laws and regulations have prohibited the City of Pasco from regulating the rates and charges charged by the franchisee, and said rates and charges continue to escalate with most recently a reduction in the number of channels included within the basic cable service and an increased cost to cable subscnbers desinng to receive the cable programming deleted from the basic cable service, and WHEREAS, Pasco City Council desires to go on record objecting to the continued escalation of charges by the present franchisee owner, United Artists Cable Corporation of Washington, and further desires to publicly support revisions in the federal law enabling the City to once again regulate the rates and charges charged by its cable television franchisee as originally contemplated and contracted for between the City and its franchisee, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES RESOLVE AS FOLLOWS: §1. The Pasco City Council publicly expresses its dissatisfaction with the continuing escalation of charges to the customers of United Artists Cable Corporation of Washington, receiving television cable service in the City of Pasco §2. The Pasco City Council goes on record as publicly supporting revisions to the federal law allowing local junsdictions to regulate the rates and charges charged by cable television system franchisees to its customers PASSED by the City Council of the City of Pasco, at a regular meeting this day of Apnl, 1992 ATTEST APPROVED AS TO FORM
