WHEREAS, the State of Washington has authorized cities to collect a one-quarter-percent Real Estate Excise Tax provided funds collected thereby are spent on capital improvements, and WHEREAS, the City of Pasco, by the passage of Ordinance No 2594 in 1986, exercised said statutory authonty and began collecting the one-quarter-percent real estate excise tax on transfers of real property within the corporate limits of Pasco, and WHEREAS, the City of Pasco has accumulated approximately $100,000 of real estate excise tax receipts over the past two years to be spent on capital improvements for recreation purposes, including soccer fields and community swimming pool improvements, and WHEREAS, Senate Bill 6408, if passed, would prohibit the City of Pasco from using such receipts for park and recreation capital improvements, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO RESOLVE AS FOLLOWS: §1. That the City Council objects to the proposed restriction on the use of one-quarter-percent real estate excise taxes collected by the city, as such restrictions are an unnecessary restraint on the provision of public facilities in Pasco and, further, would frustrate past and on-going local public facility planning efforts §2. That the City Council urges legislative defeat of Senate Bill 6408 §3. That the City Manager provide a copy of this Resolution to State legislators considering Senate Bill 6408 PASSED by the City Council and APPROVED by the Mayor this 18th day of February, 1992
