RESOLUTION NO. 1986
A RESOLUTION declanng the Pasco City Council's support for the amendment
of RCW 66 24 370(2) by extending the State's Liquor Control Board's
authonty to issue a restricted Class F license in all counties of the
State of Washington regardless of population
WHEREAS, RCW 66 24 370(2) currently authonzes the State Liquor Control
Board m counties with a population over 300,000 to issue a restncted Class F
license, authorizing the licensee to sell only table wine, if the Board finds
upon issuance or renewal of a Class F license that the sale of fortified wine
would be against the public interest, and
WHEREAS, the factors that could be considered by the Board to determine
the issuance of a restricted Class F license may exist in localities throughout
the State of Washington and m counties where the population is under 300,000, of
which the City of Pasco in Franklin County is an example, and
WHEREAS, the City of Pasco, both currently and in the past, has
expenenced police and public safety problems with the offenng for sale of
fortified wines at markets and taverns, particularly in its downtown area, and
WHEREAS, the City of Pasco has made considerable efforts in its recent
past to revitalize its downtown area through economic development, zonmg, and
the creation of the Farmers' Market, and
WHEREAS, the City of Pasco and its citizens should have the same ability
to present evidence or objection to the sale of fortified wine in such
circumstances where it would be in the public interest as the local governmental
entities and citizens in the largest counties in this State, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
RESOLVE AS FOLLOWS:
§1. That it supports the efforts of the Pasco Downtown Development
Association and the legislative sponsors of appropriate legislation in the
Washington State legislature to amend that portion of RCW 66 24 370 which allows
the State Liquor Control Board to issue restricted Class F licenses prohibiting
the sale of fortified wine, when to do so would be m the public interest, so
that the restncted Class F licensing capability applies to all counties within
the State of Washington, regardless of population
PASSED by the City Council of the City of Pasco, at a regular meeting this
21st day of January, 1991
