A RESOLUTION establishing a General Obligation Bond Advisory Committee
WHEREAS, the Senior Citizens Center needs to be expanded to accommodate
the growing programs serving the senior citizens of Pasco, and
WHEREAS, the Franklin County Courthouse/Public Safety Building can no
longer accommodate the space needs of the Pasco Police Department and Murucipal
Court, and
WHEREAS, Pasco City Hall can no longer accommodate the growing space
needs of the various admirustrative functions housed there as well as m separate
rented facilities, and
WHEREAS, the city owns the old McLoughlin School buildmg at Third and
Sylvester and said building can be remodelled to house all city operations now
housed at the Courthouse/Public Safety Building, Volunteer Park Community
Building, City Hall, and separate rented facilities, and
WHEREAS, the cost of expanding the Senior Citizens Center and
remodelling the old McLoughlin School building for the uses intended will cost
an estimated total of $6,000,000 and will require approval of a General
Obligation Bond by Pasco voters, and
WHEREAS, the Pasco voters should be well informed of the facts related to
the General Obligation Bond, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
RESOLVE AS FOLLOWS:
§1. There is hereby created an ad hoc committee, composed of the
following oigaruzations, whose charge shall be to inform the Pasco voters of the
facts related to the intended General Obligation Bond issue
* 2 Members of the Pasco City Council
* 1 Member of the Seruor Citizens Association
* 1 Member of the Pasco Parks and Recreation Advisory Council
* 1 Member of the Pasco Chamber of Commerce
* 1 Member of the Pasco Downtown Development Association
§2. Each orgamzation identified heremabove shall appoint their
respective representative As soon as practicable, the committee shall select
three Pasco citizens at-large to provide for a nine-member committee

§3. The City Manager is hereby directed and authonzed to provide to
the committee the level of support necessary to facilitate the committee's
development and distribution of factual information about the bond issue to the
Pasco community
PASSED by the City Council of the City of Pasco, at a regular meeting this
16th day of December, 1991
