A RESOLUTION concerning the authority the City Manager to enter into
agreements with certain employees for the payment of travel allowances
to such employees for their use of private vehicles m the performance
of their job duties
WHEREAS, since the adoption of Resolution No 1461 in October, 1981,
the City Manager has been authorized to enter into agreements for travel or "car"
allowances with certain employees, and
WHEREAS, such agreements have been a cost saving to the City by
enabling a motor pool of reduced size and providing a means to reimburse
employees who must travel between locations for meetings, heanngs, inspections,
and other business or job duties, and
WHEREAS, it is time to review and update the policy first authorized by
Resolution No 1461, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
RESOLVE AS FOLLOWS:
§1. The City Manager is authorized to enter into agreements with
employees he determines eligible, for their receipt of a monthly travel allowance
for their use of privately owned vehicles m lieu of their use of a City vehicle
for travel on City business in and about the Tn-Cities area (a 25-mile radius
from Pasco City Hall) provided such allowance does not exceed $250 per month and
the agreement contains the provisions prescribed in § 3 below
§2. The City Manager is authorized to use his best discretion in
determining the amount of the allowance for each eligible employee, subject to
the above maximum amount having given his consideration to all relevant factors
includmg frequency of use, annual business mileage, expense to the employee to
maintain a vehicle for business use, and the type and age of the vehicle required
to be utilized by the employee
§3. All travel allowance agreements shall include provisions acceptable
to the City Manager and which require the employee
To maintain satisfactory liability insurance "for business use", and
To maintain the vehicle in a safe and reasonably good operating
condition, and
To hold the City, its officers, agents and other employees harmless
from any damages or loss to the employee arising from any injury or
damage suffered by the employee's vehicle or to personal property that

PASSED by the City Council and APPROVED by the Mayor this 16th day of
December, 1991
