RESOLUTION No. 1937
A RESOLUTION opposing Initiative 547 a state-wide
initiative dealing with growth management and land use.
WHEREAS, the 1990 legislature enacted a comprehensive
growth management act, and;
WHEREAS, the act recognizes the diversity of the state and
the regional challenges of managing growth, and;
WHEREAS, the act outlines a process to promote and insure
plans are coordinated and provides financial and technical ,
assistance for planning and growth management, and;
WHEREAS, Initiative 547 outlines a different approach to
growth management that unreasonably usurps local decision making
processes, and;
WHEREAS, the initiative contains provisions that are not
beneficial to cities for such things has not adequately
recognized planning and economic development distinctions in the
state's 268 cities, and its passage could potentially invalidate
environmental protection, transportation and growth management
tools provided to cities during the 1990 legislative session;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
(1) That the city opposes Initiative 547 and its
state-wide mandatory planning provisions;
(2) Opposes the creation of state level agencies or panels
outlined in Initiative 547 which are empowered to decide the
substance of local comprehensive plans and associated development
regulations; and,
(3) Opposes Initiative 547 because it will further delay
implementation of growth management policies now underway and
threatens to invalidate other environmental protection,
transportation, and growth management tools granted to cities
during the 1990 legislative session.
