A RESOLUTION declaring a moratorium on the issuance of
itinerant merchant and mobile vendor licenses in the City of
Pasco.
WHEREAS, in recent times, itinerant merchants have been
operating within the city in a less than acceptable manner; and,
WHEREAS, recently there has been a proliferation of
itinerant merchants and mobile vendors in the City of Pasco; and,
WHEREAS, portions of the city's business license
regulations with respect to itinerant merchants have not been
examined nor amended for the last five years; and,
WHEREAS, it is necessary that appropriate licensing
requirements be reviewed prior to the creation of a less than
desirable situation through the continuous granting of new
business licenses prior to a thorough examination of the subject;
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DOES
RESOLVE AS FOLLOWS:
Section 1. Effective immediately there is imposed a
moratorium on the issuance of new business licenses for itinerant
merchants and mobile vendors. Except the renewal of a current
license in the case of an itinerant merchant or a fully completed
license application currently on file with the City Clerk
Section 2. Such moratorium will expire upon either the
adoption of new licensing regulations but in no event later than
one hundred and eighty days later than this date, unless such
time period is extended by affirmative action of the City
Council.
Section 3. City staff is directed to review the business
licensing regulations for itinerant merchants and mobile vendors
and recommend appropriate changes, if any, within the next one
hundred and twenty days.
