RESOLUTION NO. 1924
A RESOLUTION setting forth the position of the Pasco City
Council regarding the preliminary layout of the Lewis/Sylvester
Street Interchange.
WHEREAS, the Benton-Franklin Governmental Conference has
undertook a study to develop proposed preliminary geometric
layouts for a new Lewis/Sylvester Street Interchange in Pasco,
and
WHEREAS, they have caused three optional solutions to be
prepared, and
WHEREAS, they have invited public input on those options,
and
WHEREAS, after considering technical factors, cost and
public input, an option will be selected, and
WHEREAS, for public safety, convenience and the economic
well-being of our City, Pasco finds that a new interchange is
clearly needed and justified.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
That after careful review of the options, that without
reservation, the Pasco City Council finds Option "C" to be the
most desirable and appropriate option.
Be it further resolved, this conclusion is based on many
considerations including the following major points:
1. In comparison to other available options Option "A" would be
unnecessarily disruptive to the established arterial circulation
system and again in comparison with other options is more
disruptive in terms of right-of-way requirements and the
displacement of persons and businesses.
2. Option "B" proposes grades that are excessive and could pose
an undesirable impedement to the free flow of traffic and present
a hazard to safe travel particularly in inclement weather.
3. Option "C" provides for all desired traffic movements and
also has a desirable horizontal and vertical alignment.
