HomeMy WebLinkAbout1919 ResolutionCITY OF PASCO RESOLUTION NO 1919 FRANKLIN COUNTY RESOLUTION NO go-7V A JOINT RESOLUTION establishing an Agricultural Arena Committee WHEREAS, the Tr-Cities Diversification Board recommended and the State Department of Trade and Economic Development concurred that a study be conducted to determine the feasibility of constructing and operating an agricultural arena in the Tr-Cities area, and WHEREAS, the feasibility study conducted by Hickerson Associates suggests that a particular combination of agricultural and exhibition spaces could constitute a feasible project, and WHEREAS, the feasibility study further identifies certain sites in the general Pasco area which appear quite suitable and preferable for the location of such a facility in the Tr-Cities area, and WHEREAS, the Board of Commissioners of Franklin County and the City Council of the City of Pasco desire to pursue the potential of such a facility along with other desirable recreation-oriented facilities, and WHEREAS, it is further desired that a select committee composed of individuals with particular knowledge and/or influence in the elements involved in such a facility advise the County Commission and City Council as to the options available and the most appropriate means of accomplishing the objective of constructing and operating an agricultural arena, NOW, THEREFORE, BE IT MUTUALLY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO AND THE BOARD OF COMMISSIONERS OF FRANKLIN COUNTY Section 1 There is hereby established a select committee, to be referred to as the "Agricultural Arena Committee", with the principal charge to advise the Pasco City Council and Franklin County Commissioners as to a) The most appropriate location and size of parcel in the general Pasco area for an agricultural arena and ancilliary facilities as well as the other recreational facilities contemplated in the feasibility study b) The most appropriate layout and design of such facilities and the recommended uses thereof c) The financing options and recommended package of financial sources recommended to be used to accomplish the construction and operation of the facilities d) Identifying and coordinating potential user groups so as to develop a base of support for the overall project as well as its component parts Section 2 The committee shall be composed of at least 15 persons, including the following a) Two representatives from each of the following organizations 1 Franklin County 2 City of Pasco 3 Chamber of Commerce b) One representative from each of the following organizations 1 Franklin County Saddle Club 2 Wheat Association 3 Cattlemen's Association 4 Rodeo Association 5 Implement Dealers 6 Building and Construction Trades Council c) Three at-large members u., tr rz...11;f4411i ATTEST ELLS, City Clerk APPROVED AS TO FORM ITSTELLO, City Attorney Ne a Corkruir Commissioner Section 3 The members initially appointed shall, at the first meeting of the committee, elect a Chairman and Vice-Chairman from among its members The City of Pasco City Manager shall provide a secretary for the committee The committee shall also adopt its rules of procedure for the conduct of its meetings Section 14 The members of the committee shall be appointed jointly by the legislative bodies of the City of Pasco and Franklin County and shall serve during the life of the committee The life of the committee shall expire on December 31, 1990, unless otherwise extended by joint action of the legislative bodies of the City of Pasco and Franklin County PASSED by the City Council of the City of Pasco this ,7 day of May, 1990 PASSED by the Board of County Commissioners of Franklin County this day of , 1990 Ken Miller, Chairman, arold Mathews, Commissioner ATTEST 2
