RESOLUTION NO 1902
A RESOLUTION establishing certain policy regarding bus stops
WHEREAS, bus stops in driving lanes of arterial streets constitute an
inconvenience to the traveling public and could potentially result in unacceptable
constraints to roadway capacity or safety, and
WHEREAS, the City Council desires to establish a process which assures
all appropriate considerations in determining whether or not to approve bus stops
in driving lanes of arterial streets, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO
Section 1 Whenever the Benton-Franklin Transit Authority proposes a
bus stop location which would block a traveling lane of an arterial street, the
City Engineer shall conduct an investigation and study to determine the
appropriateness of the proposed stop Such study shall address the
feasibility of alternate locations which would not block a driving lane and/or any
other apparent option
Section 2 At such time as an application for building permit for any new
substantial development of real property adjacent an arterial street, the proposed
development shall be referred to the Benton-Franklin Transit Authority for its
advise to the city as to whether or not the Benton-Franklin Transit Authority
anticipates the need for a bus stop in the vicinity of the proposed development
And, if so, an option for serious consideration prior to issuance of the
respective building permit shall be the installation by the Benton-Franklin
Transit Authority of a bus pull-out
Section 3 In no event should the City Council approve a bus stop
blocking a driving lane of an arterial street when the City Engineer finds it
will create an unacceptable condition in terms of roadway capacity or safety
