A RESOLUTION endorsing a uniform food permit fee schedule
throughout the Benton Franklin Health District -
service area
WHEREAS, food establishments throughout the Benton and Franklin
counties area are inspected at least twice annually by the Benton Franklin
Health District to assure such facilities handle, prepare and store foods
properly and avoid health risk to patrons of the food establishments, and
WHEREAS, the Health Department performs the food permit inspections and
related functions at no direct cost to the food establishment but, rather, is
compensated through the assessments paid by member jurisdictions of the
Health District, and
WHEREAS, the member jurisdiction assessments are based principally on
assessed valuation and population and bear no direct relation to the number of
food permit establishments requiring service from the Health District, thus
resulting in an indirect subsidy to those establishments which are not required
to pay a standard fee, and
WHEREAS, the apparent inequity surrounding food permit services and fees
can be resolved by the adoption of a uniform food permit fee schedule
throughout the Health District service area and, ultimately, the collection of
such fees by the Health District, thus resulting in an equitable reduction of the
member jurisdiction assessments, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO
That the Pasco City Council hereby endorses the recommendation of the
Benton Franklin Health District that all jurisdictions within the District
service area adopt a uniform food permit fee schedule and, further, hereby
urges its fellow City Councils and Boards of Commissioners to so act
