RESOLUTION NO 1888
A RESOLUTION urging the U S Parole Commission to prohibit
the return of Humphrey Ross to Pasco
WHEREAS, Humphrey Ross was an instrumental figure in the conduct of
prostitution, illegal gambling, and illicit narcotics use / distribution in the
greater Pasco area during many of the years he resided in the Pasco
community, and
WHEREAS, Mr Ross' arrest in 1981 and subsequent parole violations
signal his underlying resistance to extensive rehabilitation efforts and reflect
his unwavering commitment to a life of crime, and
WHEREAS, the City of Pasco City Council has repeatedly made its feelings
known to the U S Parole Commission that Mr Ross' return would not only
jeopardize the greater Pasco community, but would place Mr Ross in an
environment of undeniable temptation and would certainly result in additional
criminal conduct on the part of Mr Ross, and
WHEREAS, the U S Parole Commission has concluded recently that it is
appropriate for Mr Ross to return to and reside in Pasco, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO
Section 1 That the Pasco City Council hereby expresses its dismay and
frustration toward the U S Parole Commission for its apparent failure to
properly weigh the greater value of a community's health, safety and general
welfare versus the convenience and comfort of a man convicted repeatedly of
felony crimes in the very community to which he has been returned by the
Parole Commission
Section 2 That the U S Parole Commission is hereby urged to
reconsider and revoke its decision to permit Mr Ross to return to Pasco
Section 3 That the Mayor is hereby directed to urge all legislative
representatives of the greater Pasco community to likewise convey their dismay
to the Parole Commission and also urge the Commission to maintain its earlier
prohibition against Mr Ross' return to Pasco
