A RESOLUTION concerning interim street improvement standards
for certain lower-income neighborhoods
WHEREAS, several small, older areas of the community contain bituminous
streets originally constructed more than 20 years ago and which have failed or
ordinary maintenance is ineffective and reconstruction of the roadway is
necessary, and
WHEREAS, these older areas of the community are characterized by mixed
land uses, older structures, vacant lands, and are occupied predominantly by
lower-income households, and
WHEREAS, neither the city nor the lower-income households can afford at
the present time to install the normal city street standard (depth of rock and
asphalt along with curb, gutter and sidewalk), yet both desire to have an
adequate street system, and
WHEREAS, the city may use Community Development Block Grant funds for
the installation of street improvements in areas occupied predominantly by
lower-income households, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO
Section 1 That the City Council authorize an interim improvement
standard for streets in those areas of the community with old, deteriorating
streets and occupied predominantly by lower-income households, such
improvement standard to consist of double-shot oil (bituminous) construction
Section 2 That the intent of this interim standard is to provide an
adequate roadway to those properties within the areas identified in the map
attached hereto until such time as development and values have progressed
sufficiently to support a Local Improvement District or other means of
financing the installation of the full standard city street
