RUBS ELLO Ci Attorney RESOLUTION NO. 1863 A RESOLUTION declaring the Pasco City Council's dissatisfaction with the current sentencing ranges proscribed by the Washington State Legislature under the provisions of the 1981 Sentencing Reform Act. WHEREAS, The City of Pasco has made a concerted and substantial effort at combatting crime within its jurisdiction and the surrounding area, including the hiring of additional police officers, the imposition of a special tax levy (by voter approval), participation in the Bi-County Metropolitan Drug Task Force, and utilization of existing legal authority to establish and enforce local ordinances; and WHEREAS, Citizens of the community continue to be the victims of non-violent crimes against property and narcotic offenses by repeat offenders who under the current state sentencing ranges provided in the sentencing guidelines established pursuant to Chapter 9.94A RCW (the Sentencing Reform Act of 1981) are treated far too leniently and incarcerated for insufficient lengths of time to provide the necessary deterrent and punishment to protect the citizens of our communities NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO RESOLVE AS FOLLOWS: Section 1. The current state sentencing ranges for crimes against property and narcotic crimes are inadequate and require longer periods of incarceration as well as a greater range of maximum sentencing to be utilized by the state's trial judges. Section 2. The Pasco City Council requests that the city and county legislative bodies of this state collectively raise their voices and join together to declare their dissatisfaction to the Washington State Legislature with the current state sentencing guidelines and make known the detrimental effects such guidelines are having upon the efforts of local communities to combat crime throughout the State of Washington. 6 PASSED by the City Council and APPROVED by the Mayor this day of February, 1989.
