RESOLUTION NO. 1846
A RESOLUTION concerning the temporary closure of Volunteer
Park.
WHEREAS, in recent weeks the predominate and substantial
use of Volunteer Park has been criminal activity involving
narcotics, prostitution and other associated criminal conduct.
This activity at Volunteer Park constitutes a public nuisance;
and
WHEREAS, Pasco Municipal Code Chapter 9.48 provides the
City Council with the authority to temporarily close all or a
portion of a City park for nuisance activity, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
RESOLVE AS FOLLOWS:
Section 1. Volunteer Park is temporarily closed to the
public. The Community Center shall remain open to persons
registering for Park Department activities and for persons
attending classes and instruction for which they are enrolled.
Section 2. The Director of Parks and Recreation shall
cause signs to be posted at various locations around the
perimeter of the park, giving notice that the park is closed,
that those entering the park are trespassers and subject to
arrest.
Section 3. The City Manager is authorized to prohibit
the stopping, standing or parking of motor vehicles on all or any
portion(s) of the streets adjacent to the park and within one
thousand (1,000) feet thereof; and place signs giving notice
thereof.
Section 4. The Park closure shall take effect
immediately and shall remain in effect until the park is
re-opened by majority vote of the City Council.
PASSED by the City Council and APPROVED by the Mayor this
15th day of August, 1988.
