WHEREAS, A branch campus of Washington State University (WSU) is deemed by the Higher Education Coordinating (HEC) Board to be a necessary and appropriate means to fulfill the higher education needs of the Tr-cities area and, indeed, greater southeastern Washington State; and , WHEREAS, The ACT (Advisory Committee for Tr-Cities) report, entitled: "A Vision for the Twenty-First Century", expresses the need to provide for upper level undergraduate programs, as well as graduate programs and, further, encourages the greatest possible utilization of existing facilities; and WHEREAS, A particular site proposal has been formulated through the joint efforts of Columbia Basin College, the Port of Pasco, and the City of Pasco, said site consisting of sufficient acreage and being adjacent to Columbia Basin College, envisioning the conduct of all undergraduate classes adjacent the location of established undergraduate classes at CBC and the conduct of the University's graduate level programs at and in conjunction with the established research programs and facilities at Tr-Cities University Center (TUC); and WHEREAS, The proposal to locate the undergraduate programs adjacent CBC anD the graduate programs at the existing TUC facility will optimize the educational opportunities available to students throughout the Tr-Cities while minimizing the cost to taxpayers for the facilities necessary to provide greater educational opportunities; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DOES RESOLVE AS FOLLOWS: Section 1. That the Pasco City Council hereby declares its unqualified endorsement of and support for the proposal to situate the undergraduate program adjacent CBC and the graduate program at TUC. Section 2. That the Pasco City Council hereby urges WSU, the HEC Board, and the State Legislature to give due and thorough consideration of the Pasco proposal.
