RESOLUTION No. 1843
A RESOLUTION directing staff to initiate a Life
Safety/Code Enforcement Program for
multi-family dwelling units constructed
prior to 1973.
WHEREAS, concern has been raised in the community over the
potential threat to occupants of older multi-family dwelling
units as a result of the general condition of those dwelling
units; and
WHEREAS, it has been a number of years since a systematic
Life Safety/Code Enforcement Program has been undertaken in
Pasco; and
WHEREAS, the city has received numerous complaints over
the last five months about health and safety conditions of
multi-family dwelling units in the city; and
WHEREAS, recent inspections of multi-family dwelling units
revealed conditions that rendered those units substandard and
dangerous to life and limb; and
WHEREAS, recent inspections of pre 1973 multi-family units
revealed an occupancy load far in excess of that permitted by
Uniform Housing Code; and
WHEREAS, basic inspections on pre 1973 multi-family units
revealed that all units inspected had code related problems
making it reasonable to believe other pre 1973 buildings of
similar construction would also have sub-standard conditions
relating to life safety; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
The City Manager is hereby directed to initiate a
comprehensive life safety code enforcement program for
multi-family residential structures constructed prior to 1973 in
the City of Pasco.
