RESOLUTION NO. 1837
A RESOLUTION Declaring the policy of the City Council
concerning extension of the Columbia East Trunk Sewer
Line.
WHEREAS, The City has received two proposals for
development of property north and west of the Columbia East
Commercial Development; and
WHEREAS, Both proposals have requested connection to the
Columbia East trunk sewer line; and
WHEREAS, The Public Works Director has determined that the
Columbia East sewer line capacity is capable of handling the
proposed uses; and
WHEREAS, the City Council has reviewed the proposals,
heard the recommendations of staff and after due deliberation has
determined that it is appropriate to encourage further commercial
development within the areas proposed for development and that if
a proposed development is within the capacity of the Columbia
East trunk sewer line that connection to said sewer line should
be allowed, provided that the developer pay its "fair share" of
the costs of the sewer capacity in the area and prevent any
unfair advantage over property owners within the Columbia East
Development who have paid for sewer improvements to the Columbia
East Development by Local Improvement District assessment; and
further provided that extension of the trunk sewer line in
Hillsboro Street be extended to any proposed development only by
private sewer line from the respective development to the sewer
line in Hillsboro Street, to avoid the extension of public sewer
line north of Hillsboro, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
1. It is the policy of the Pasco City Council that the
Columbia East trunk sewer line may be extended to developments
outside of the Columbia East Local Improvement District, provided
that:
(a) The proposed development as evidenced on the final
site plan, building plans and plat plan (if any), is within the
capacity of the Columbia East trunk sewer line capacity; and
(b) The developer pays its fair share of the Columbia East
Trunk Sewer system cost which is represented by $408 per acre of
land to be developed, plus interest back to 1979 at the rate of
10.8%; and
(c) That the extension be by private service line extended
from the respective development to the sewer line in Hillsboro
Street.
PASSED by the City Council and APPROVED by the Mayor this
5th day of July, 1988.
