A RESOLUTION of the Pasco City Council declaring its
intention to initiate the formation of a task force
including representatives from Pasco, Kennewick,
Richland, Benton and Franklin Counties, to identify what
can and should be done to appropriately and adequately
control Water Follies crowds, both during and outside of
Water Follies events, the costs of those measures, and
how to finance those costs.
WHEREAS, Crowds at Columbia Cup Races have become
increasingly unruly and uncontrolled; and
WHEREAS, The Court Street disturbance in the early morning
hours on 7/26/87 has created further potential for increased
burdens upon local law enforcement and public safety agencies, as
well as risk to the community which may occur in any one of the
local jurisdictions in future years; and
WHEREAS, The local jurisdictions must work together to
both minimize the potential for a reoccurrence of such incident
and formulate a plan and the measures to handle any such further
disturbances and to finance the costs thereof; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON RESOLVES
AS FOLLOWS:
1. The Pasco City Council calls on the governing bodies
of Benton and Franklin Counties and the cities of Kennewick and
Richland to each respectively appoint one elected official
(Commissioner or Councilmember) to a Tr-Cities Water Follies
Task Force to be composed also of the Chief law enforcement
officers of each jurisdiction or such other representatives as
determined by the elected officials appointed to the Task Force
by their jurisdiction.
2. The Pasco City Council hereby appoints
Beverly Green as the elected official
from the City of Pasco to serve on such Task Force.
3. The mission of the Task Force will be to identify what
can and should be done to appropriately and adequately control
Water Follies crowds, the costs of these measures, and how to
finance those costs.
4. The Task Force should be prepared to meet and make a

report back to the represented jurisdictions no later than
December 1, 1987.
PASSED By the Pasco City Council This /2 day of August,
1987 and APPROVED by the Mayor.
