A RESOLUTION authorizing a program of medical/dental self
insurance; authorizing the City Manager to enter into a
one-year agreement for claims administration;
authorizing expenditures into the medical/dental
insurance fund; and, authorizing a loan from the
Stadium/Convention Fund.
WHEREAS, a program of medical/dental insurance benefits has been
maintained for City employees, both within and without recognized
bargaining units; and,
WHEREAS, the insurer for the medical/dental insurance program has
notified the City of substantial rate increases that were to be
effected on June 1, 1987 at the time of renewal of said insurance
program; and,
WHEREAS, the City Manager has proposed a self insurance program
of medical/dental benefits to City employees consistent with the
program of medical/dental insurance benefits provided by the
insurer at a more modest increase in cost, which plan appears in
the best interest of both the City and its covered employees,
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO RESOLVE AS
FOLLOWS: -
1. The City Manager is authorized to implement a program
of medical/dental benefits consistent with the program of
benefits formerly provided through Centralife Insurance Company
effective 6/1/87.
2. The City Manager is authorized to enter into a 1-year
agreement with Blue Cross of Washington and Alaska, effective
June 1, 1987 through May 31, 1988, which Agreement shall provide
for the administration of claims under the medical/dental program
and for individual and aggregate stop loss insurance.
3. General fund expenditures are authorized into the
medical/dental insurance fund at composite rates per each
employee classification in such amounts necessary to insure the
fiscal soundness of the fund and medical/dental insurance
program.

4. A short term interfund loan (maximum 18 months) from
the Stadium/Convention Center Fund to the Medical/Dental Fund is
authorized in the maximum amount of $150,000, with interest
thereon at the rate of 5.5% for the term of the loan.
