A RESOLUTION approving Addendum No. 1 to the Contract for
Water Meter Reading.
WHEREAS, February 24, 1986, the City entered into a
Contract with Western Meter-Reading Custom Services Corporation
for the performance of water meter reading services pursuant to
City of Pasco Resolution 1714, passed on February 18, 1986; and
WHEREAS, the City and the Contractor had mutually
estimated a total annual cost of approximately $45,000; and
WHEREAS, based on the ten months of experience under the
Contract, it appears that total payments over the first twelve
months will be approximately $42,000 or about $3,000 under the
original projection; and
WHEREAS, the Contractor and City staff have discussed
different methods to raise the Contractor's revenue closer to the
original estimate of $45,000; and,
WHEREAS, the City Council believes that the arrangement
reached between staff and the Contractor to raise the rate for
service turn-offs and turn-ons from $5 to $5.50 is reasonable and
appropriate under the circumstances, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY PASCO, WASHINGTON DO RESOLVE
AS FOLLOWS:
1. Addendum No. 1 to the Contract for Water Meter Reading
which is attached hereto and incorporated by this reference
herein as if specifically set forth is hereby approved and the
Mayor is authorized to sign the same.

2. Except as amended by Addendum No. 1 the Contract for
Water Meter Reading between the City of Pasco and Western
Meter-Reading Custom Services Corporation shall remain the same
in all respects and in full force and effect.

ADDENDUM NO. 1
CONTRACT FOR WATER METER READING
This Agreement is made and entered into between the City
of Pasco, a municipal corporation of the State of Washington,
hereinafter referred to as the "CITY" and Western Meter-Reading
Custom Services Corporation, an Oregon corporation, hereinafter
referred to as the "CONTRACTOR."
The CITY and the CONTRACTOR are parties to a CONTRACT FOR
WATER METER READING dated February 24, 1986. The revenue to the
CONTRACTOR under the Contract has fallen short of the original
estimate of $45,000 annually by approximately $3,000. The
CONTRACTOR and the CITY have discussed various ways of increas_ng
the CONTRACTOR'S annual revenue and for the mutual benefits of
the parties have agreed as follows to amend the CONTRACT FOR
WATER METER READING as set forth below:
1. Section No. 2. COMPENSATION of the CONTRACT FOR WATER
METER READING dated February 24, 1986 between the CITZ and
the CONTRACTOR is hereby amended to read as follows:
2. COMPENSATION The CITY agrees to pay CONTRACTOR at
the following rates:
a. For meter reading at 0.65 cents per reading.
b. For service turn-offs at $5:88 $5.50 per turn-off.
c. For service turn-ons at $5ree $5.50 per turn-on.
d. For simultaneous turn-off/turn-on at $5.50_0.r
simultaneous turn-off/turn-on.
e For after hour turn-on and turn-offs at $25.00 per
call out. "After hours" means a turn-on or
turn-off assigned to the CONTRACTOR after 5 00
p.m. and before 8:00 a.m. the preceding day by the
CITY.
On the third Monday of each month at its regular
meeting, the Pasco City Council shall approve a
warrant in the amount of $1500 for payment tc the

Contractor as an advance draw on the compensation due
CONTRACTOR and the month's services. The balance due
for the month, if any, shall be paid to the CONTRACTOR
by the 10th of the following month. In the event any
advance draw results for any reason in overpayment for
the month's services to the CONTRACTOR, the amount of
overpayment shall be deducted from the following
month's advance draw.
2. Except as set forth above, the CONTRACT FOR WATER METER
READING shall remain the same in all respects and in full
force and effect.
