RUBS ELLO, City Attorney RESOLUTION NO. 1769 A RESOLUTION establishing rules for the Municipal Golf Course and Clubhouse. WHEREAS, the Golf Course Advisory Committee after conferring with the Director of Parks and Recreation appointed a special committee to review golf course rules and regulations prior to the opening of the new clubhouse; and WHEREAS, the special committee met and made recommendations to the Golf Course Advisory Committee, after which proposed revised rules were reviewed by the Committee, Councilman Em Morgan and Councilman Ed Hendler; and WHEREAS, the Director of Parks and Recreations recommends that the city adopt the proposed rules changes, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO RESOLVE AS FOLLOWS: 1. The proposed rules recommended by the Golf Course Advisory Committee and city staff, a copy of which is attached hereto and incorporated herein as if specifically set forth, is approved by the city council and shall become effective immediately. 2. Any prior resolutions of the city council in conflict with this resolution are hereby rescinded. PASSED this A day of March, 1987 and APPROVED by the Mayor. PROPOSED RULES FOR NEW CLUBHOUSE AREA 1. There shall be designated areas for smoking and non-smoking as determined by the cafe concessionaire. 2. No card playing will be allowed. 3. No profane language will be allowed and patrons are expected to act in an orderly manner. 4. Concessionaire shall select television to be viewed. 5. Full shirts and shoes are required in the clubhouse at all times. 6. No animals of any type are allowed in the clubhouse or around the clubhouse area. 7. All patrons shall stay out of the kitchen area and from behind the counter. 8. Concessionaire has the right to refuse service to anyone for cause. COURSE RULES 1. No carts on berms - stay on cart paths. 2. No liquor allowed on course. 3. Shirts must be worn. 4. Let faster golfers play through. 5. Tee time reservations for Saturday & Sunday. Can call one week in advance only. 6. No cart rental to those under 18. 7. Non-golfers must have approval of Pro to be on the course. 8. No cart parking is allowed in the no parking areas around the clubhouse. LOCAL RULES 1. If a red striped tree or its basin interferes with stance or swing, ball shall be dropped within 2 club lengths from tree, no nearer hole. No penalty. Save the trees. 2. A ball must not be played off wrong green or tee. Move within 2 club lengths, no nearer hole, from green or tee. No penalty. 3. Peremeter of Golf Course, out of bounds. 4. Driving range also out of bounds. 5. All lakes are played as water hazards. GENERAL REGULATIONS 1. No more than one ball may be played, except as permitted by USGA Rules. 2. Golf course parking lot is for users of the golf course facilities only. Violators subject to citation. 3. Starting point snall be first tee unless otherwise directed by starter. Cutting in ahead of other players not allowed. 4. A match composed of more than 4 players shall not be allowed without the permission of the Golf Professional. 5. Single players have no standing & must always give way to properly constituted matches. 6. Each player must provide himself an individual set of clubs. 7. Children will not be allowed to play except by permission of the Golf Professional. 8. Players holding back a match must allow the faster match to play through, provided there is room ahead. 9. Practicing on golf course is prohibitied. 10. Any player whose shot deliberately endangers anyone is a trespasser. 11. High heeled, ripple soled, and similar shoes are not allowed. PROCEDURES FOR CART VIOLATIONS 1st violation - verbal warning by Marshall or Pro staff 2nd violation - 2 weeks suspension of use of cart on course 3rd violation - 4 additional weeks suspensionof use of cart on course 4th violation - 6 months suspension
