WHEREAS, the Pasco City Council after due deliberation
has determined that the essential public safety services
performed by the Pasco Fire Department are hampered and
jeopardized by old and unreliable equipment and by the need for
new hazardous materials equipment; and
WHEREAS, the City's General Fund and City revenues are
insufficient to fund the purchase of the needed fire safety
equipment and the refurbishing of certain existing equipment; and
WHEREAS, the City Council has further determined that an
emergency exists and that a one-year special excess property tax
levy is required to make the needed funds available; and
WHEREAS, the City Council has further determined that a
special election to determine the excess levy question should be
held on the first Tuesday after the first Monday in April, 1987
(April 7, 1987) as authorized by statute, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DOES
RESOLVE AS FOLLOWS:
1. The electors of the City of Pasco in the manner set -
forth in Article VII, Section 2(a) of the Constitution of this
State, as amended by Amendment 64, shall have placed before them
a ballot proposition in the following form or in a form the same
in substance thereto, at a special election as called for herein:
Shall an excess property tax levy in the
amount of $240,000 be levied upon the taxable
real property in the City of Pasco, Franklin
County, Washington for the calendar year 1988
to purchase and refurbish City of Pasco Fire
Department equipment? Yes or no.

2. The special election shall be held on the first
Tuesday after the first Monday in April, 1987 (April 7, 1987).
The Franklin County Auditor is requested to call such special
election in the City of Pasco by giving notice thereof by
publication in the manner provided by law for giving notices of
general elections.
