APPRQVED AS T FORM:
RESOLUTION NO. 1758
A RESOLUTION accepting the work by Transtate Paving, Inc., under
contract for project no. 86-3-05.
WHEREAS, the work performed by Transtate Paving,
Inc., under contract for project no. 86-3-05 has been examined
by the Director of Public Works and the Director of Public Works
has found that all work required by the contract has been
acceptably performed, and
WHEREAS, it is the Director of Public Works'
recommendation that the City of Pasco formally accept the
contractor's work and the projects as complete, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
That the City Council concurs with the Director of
Public Works' recommendation and thereby accepts the work
performed by Transtate Paving, Inc., under contract for project
no. 86-3-05, as being satisfactorily completed, and
Be it further resolved that the City Clerk is hereby
directed to notify the Washington State Department of Revenue and
Labor and Industries of this acceptance, and
Be it further resolved that the final payment of retainage
being withheld pursuant to applicable laws, regulations and
administrative determinations shall be released upon satisfaction
of same and verification thereof by the Director of Public Works
and Director of Finance.

SUBJECT: Acceptance of the Oregon Avenue/Hillbboro Street
Paving, Project Number 86-3-05
Council authorized call for bids on May 5, 1986
Bids opened May 27, 1986
Council awarded May 27, 1986
Awarded to Transtate Paving Company in the amount of $235,400.00
Notice to proceed was issued June 10, 1986
Work was completed on September 18, 1986 with 1 working days
remaining on the contract.
One change order were issued for a increase of $1,430.00
for soil sterlization.
Final quantities overran 0.1%
Final cost including change orders was $237,150.38 or 0.7% over
the original bid price.
As you are aware the contractor was unable to meet the
requirements of the project specifications in the placing of the
grindings. First, the specifications called for the grindings to
be delivered from the grinder to the paver at a minimum
temperature of 100 degrees. Secondly, the grindings were to be
placed and compacted to 90% of the theoretical maximum
density. Because of the cool weather and because of nature of the
grinding process whereby water is used as a lubricant, the
grindings were delivered at a temperature of approximately 80
degrees. Perhaps because the grindings were cooler or just
because of the nature of the material the contractor could not
acheive the 90% compaction. Utilizing a neuclear densometer we
conducted a number of tests with different rollers and different
roller patterns to assure that we were obtaining the maximum
density possible. Ultimately the densities varied from 72 to 83%.
Because of the lack of empirical data on the use of grindings and
the affects of a low density in grindings used as a base material
it is difficult to predict the future reliability of the final
product. A decision to accept or reject this project must be made
on something other than a technical basis.
