City of Pasco this Mayor o, City At on RESOLUTION NO._17_50 A RESOLUTION accepting the work by Acme Concrete, Asphalt Division under contract for project no. 86-3-01, 86-3-02, 86-3-04, 1986 Overlay. WHEREAS, the work performed by Acme Concrete, Asphalt Division, under contract for project no. 86-3-01, 86-3-02, and 86-3-04 has been examined by the City Engineer and the City Engineer has found that all work required by the contract has been acceptably performed and completed in conformance with the applicable project specifications and drawings, and WHEREAS, it is the City Engineer's recommendation that the City of Pasco formally accept the contractor's work and the projects as complete, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO: That the City Council concurs with the City Engineer's recommendation and thereby accepts the work performed by Acme Concrete, Asphalt Division, under contract for project no. 86-3-01, 86-3-02, and 86-3-04 as being completed in conformance with the project specifications and drawings, and Be it further resolved that the City Clerk is hereby directed to notify the Washington State Department of Revenue and Labor and Industries of this acceptance, and Be it further resolved that the final payment of retainage being withheld pursuant to applicable laws, regulations and administrative determinations shall be released upon satisfaction of same and verification thereof by the City Engineer and Director of Finance. ,41•011.3? The first working day charged to the crack sealing was April 7, 1986 and work on the initial segment of sealing was completed on May 22, 1986, the last working day. Change order #2 added 20,000 linear feet of cracks and 5 additional days and this was completed on June 19, 1986. On the overlay segment of the project the first working day charged was May 1, 1986. Time was stopped on June 5, 1986 to resolve the grinding issue on North Fourth Avenue and did not restart until August 4, 1986. Work was completed on the last working day on August 13, 1986. After the project was started it was determined that it would be financially feasible to grind the asphalt on North Fourth, thus producing a better finished product. The feasibility was based upon the local availability of a grinding contractor. Before a satisfactory change order could be negociated, all such contractors left town, and it was then decided to delete the remainder of work on this schedule from the contract. Construction costs were as follows: Bid Actual Schedule I Neighborhood Overlays $ 208,160 $ 204,028.75 Schedule II Road 44 Overlay $ 54,146 $ 54,069.40 Schedule III North Fourth $ 37,118 $ 3,800.72 Schedule IV Crack Sealing $ 67,242 $ 75,580.68 One change order for some miscellaneous work was issued for Schedule I and costs on the original work underran approximately 2.4%. One change order was issued for Schedule II for shoulder work and costs on the original work underran approximately 4.5%. Costs shown for Schedule III are for drainage revisions and materials purchased prior to deleting this schedule. One change order was issued on Schedule IV to add an additional 20,000 linear feet of crack sealing. With the remainder of the work on North Forth deleted, this project is now complete and I recommend it be accepted by Council (Resolution attached). attachment DW:osw
