HomeMy WebLinkAbout1725 ResolutionRESOLUTION NO. 1725 A RESOLUTION calling for the BFTBA to provide adequate bus service to all Pasco residential neighborhoods. WHEREAS, RCW 36.578.040 provides that, "At the time of its formation, no public transportation benefit area may include only a part of any City, and every City shall be wholly included or wholly excluded from the boundaries of such areas"; and WHEREAS, all Pasco citizens, no matter where they reside in the City, contribute to the economic support of the BFTBA by the payment of the sales tax on their purchases of goods and services; and WHEREAS, the public need for public transportation services is not limited to any specific areas of the City of Pasco , but exists in all neighborhoods of the City; and WHEREAS, each neighborhood of the City by the contribution of its residents to the economic support of the BFTBA is entitled to the benefit of its services; and WHEREAS, the residential neighborhood north of Argent Street on the east and west sides of Road 44 is wholly excluded and isolated from the BFTBA service area; and WHEREAS, the residents of the Boat Basin neighborhood, east of Fourth Avenue, are also excluded from the BFTBA service area; and WHEREAS, the residents of these areas have expressed their need and desire for public transportation servies to their neighborhoods to meet the needs of the residents therein, both young and old; and WHEREAS, the Pasco City Council strongly believes that all the citizens of the City of Pasco and all of the neighborhoods of the City of Pasco are entitled to the services of the BFTBA without discrimination and most certainly without total exclusion from the BFTBA service area, NOW, THEREFORE, BE IT RESOLVED BY THE PASCO CITY COUNCIL AS FOLLOWS: 1. All Pasco residential neighborhoods are entitled to receive public transportation services from the BFTBA and the exclusion of the above-referenced neighborhoods from BFTBA's service route is unjustified and requires immediate remedy. The Pasco City Council's representative on the governing body of the BFTBA shall present this resolution to the governing body at its next regular meeting and voice the strong concern of the Pasco City Council that the residential neighborhoods referenced above be included within the service routes of the BFTBA at the earliest possible date.
