A RESOLUTION of the City Council urging the Board of Directors
of Ben Franklin Transit Authority to seek cost
reduction alternatives to reduce transit tax
WHEREAS, the citizens advisory committee for public transportation
in 1981, in promoting acceptance of a Public Transportation Benefit Authority,
indicated in public statements that, if approved by the voters, the sales
tax for the transit system would not necessarily be set at the maximum
authorization of three-tenths of one cent, and
WHEREAS, the citizens on an areawide basis by a majority vote
established the Authority, whereupon the Board of Directors of the
Authority established the sales tax for transit at the authorized maximum, and
WHEREAS, this sales tax, at the maximum rate of three-tenths of
one cent, has continued since the date of its inception and said tax
has to date produced an aggregate of more than Fifteen Million Dollars
($15,000,000), or an average of Three Million Dollars ($3,000,000) per
year, and
WHEREAS, this total amount of collected sales tax revenue very
nearly equals the combined sales tax collections within the Cities of
Richland, Kennewick and Pasco, and
WHEREAS, the City of Pasco has been and is continuing to undertake
drastic cost-cutting measures to reduce and restrain the cost of city
government, and
WHEREAS, the City Council of the City of Pasco desires to be assured
by the Board of Directors of the Authority that said Board is implementing
or soon will be implementing "belt tightening" measures to reduce and
restrain transit system expenditures, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO
Section 1 The City Council of the City of Pasco requests a report
of the Authority's action plan, if any, for implementation of cost-cutting
and belt-tightening measures and the priority and dateline attaching to
each such objective
Section 2 The City Council of the City of Pasco requests the
Board of Directors of the Authority to undertake a maximum effort in
the soonest possible time to implement a plan to reduce the transit district's
sales tax rate
