A RESOLUTION of the City Council of Pasco asking the Board of
Directors of the Mid-Columbia Library District to
seek cost containment objectives and to establish a
fee schedule for specialized services
WHEREAS, cost reduction and/or cost containment are expected
of local government by the majority of the tax payers, and
WHEREAS, the City Council and staff of Pasco have been industriously
implementing service reductions and cost containment in many sectors
of municipal government, and
WHEREAS, the City Council appreciates the excellent and diverse
library services the District offers to the citizens of Pasco, and
WHEREAS, the City Council is seriously apprehensive about its
capability to meet its future obligations, including library services,
in view of the likely revenues to be received, and
WHEREAS, the City Council desires assurance that the Board of
Directors of the District is assiduously seeking to implement specific
cost reduction or cost containment objectives, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO
Section 1 The City Council requests the Board of Directors of
the District to investigate and to seek to establish a fee schedule for
identifiable specific specialized services which require a significant investment
of staff time or which services, in order to provide them, entail a significant
capital investment to make the service available For example, the
Council has in mind reference librarian service which requires an inordinate
amount of staff research
Section 2 The City Council urges the Board of Directors,in looking
forward to 1987 and its budget for the library, to earnestly seek reasonable
service reductions or, at the very least, to implement belt tightening
steps to contain the cost of library service and, therefore, minimize
the property tax levy deemed necessary to pay for the library service
