HomeMy WebLinkAbout1721 Resolution1 PASCO RESOLUTION NO 1721 FRANKLIN COUNTY RESOLUTION NO WC - 61 A JOINT RESOLUTION of the City of Pasco and Franklin County providing for the appointment of a citizen's committee to analyze general fund conditions and propose appropriate solutions WHEREAS, the 1985 Franklin County General Fund ended with a $285,000 negative balance, and WHEREAS, the impending State mandate to open the new jail will increase the County's recurring operations expense level an additional estimated $300,000, and WHEREAS, the likely loss of General Revenue-Sharing funds from the Federal government is expected to cause a $400,000 reduction in 1987 recurring operations revenue, and WHEREAS, the City of Pasco's 1987 General Fund is expected, due to the anticipated loss of $480,000 of General Revenue-Sharing funds from the Federal government, to end that year with a $438,000 negative balance, and WHEREAS, such current and anticipated deficits require the City and the County to generate additional General Fund revenues through a very limited variety of tax options, and WHEREAS, prior to imposition of additional local taxes for General Fund operations, both the City and County legislative bodies desire the informed advice of the community, and WHEREAS, the Greater Pasco Area Chamber of Commerce has indicated its willingness to identify a citizen's committee to review the financial condition of both the City and County General Funds, analyze the available options, and advise the City and County of appropriate solutions, NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS Section 1 The City Council of the City of Pasco and the Board of Commissioners of Franklin County, hereby declare their mutual desire to receive the informed advice of a responsible citizen committee as to appropriate solutions to the anticipated financial problems facing the General Funds of both the City and the County Section 2 The City Council of the City of Pasco and the Board of Commissioners of Franklin County hereby request the Greater Pasco Aarea Chamber of Commerce to submit the names of at least 20 citizens, from which a select committee will be mutually appointed by the legislative bodies of the City and County, to conduct the necessary analysis and advise the City and County as to appropriate General Fund solutions ells, City Clerk re ubste o, City Attorn y L i - • '''' r '011 \ , i PASSED by the Pasco City Council and approved by the Mayor this 17 day of April, 1986 ATTES APPROVED AS TO FORM PASSED by the Franklin County Commission this day of April, 1986 Bruce Whitemarsh, Chairman ATTEST **--- ...t.-- Neva Corkrum, County Auditor Haro d Mathews, Commissioner / Ken Miller, Commissioner APPROVED AS TO FORM C J Rabideau, Prosecuting Attorney - 2 -
