WHEREAS, As part of its 1986 Federal Block Grant Program, the City Council approved a Home Security Program to fund the installation of dead-bolt locks on the exterior doors of single family dwellings within Pasco, occupied by lower-income households; and WHEREAS, rules consistent with the latest amendments to the federal Block Grant Program are required for the administration of the Home Security Program; and WHEREAS, the rules set forth in Attachment "A" hereto are consistent with such federal requirements and establish proper guidelines for the programs administration, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DOES HEREBY RESOLVE AS FOLLOWS: The rules set forth in Attachment "A" hereto are hereby approved as the rules for administration of the City of Pasco Home Security Program, an element of the 1986 City of Pasco Community Block Grant Program. PASSED this 2 day of April HOME SECURITY PROGRAM INTRODUCTION The City of Pasco annually receives an amount of federal funds under the Community Development Block Grant Program. Those funds are budgeted, each year, by the City Council to finance a variety of "Community Development" programs and activities. One of those programs is called the "Home Security Program." This program is part of the city's overall effort to assure its citizens reside in safe dwellings. Under this program, the city will finance the installation of dead-bolt locks on all exterior doors of single family dwelling units, within the City of Pasco, inhabited by households whose incomes do not exceed HUD Section 8 income limits for their household size. An application process is used to assure that all federal and city rules are met before any funds can be spent. Improvements funded under this program shall be in the form of a direct grant. No repayment of the grant is required. For information concerning this program, contact the Community Development Department, City Hall, 412 West Clark Street (545-3441). ELIGIBILITY REQUIREMENTS Any single family dwelling unit within the City of Pasco, permanently affixed to real property, is eligible for improvement under the Home Security Program. Either the homeowner or tenant may apply. Written permission from the owner must accompany an application from a tenant. INCOME ELIGIBILITY Household income is defined as the total gross income received by all household members residing in the dwelling unit as their usual place of residence, excluding income from dependent minor children, less deductions for unusual expenses. To qualify, the applicant's household income, from the most recent income tax year must not exceed applicable income limits for Section 8 Rent Subsidy Loans in the Pasco area. If the applicant is a renter, the monthly rent shall not exceed the current H.U.D. fair market rent schedule for the respective unit size. APPLICATION PROCESS Any person interested in the Home Security Program shall contact the Crime Prevention Officer (CPO) of the City of Pasco, at 545-3454, and arrange a complete home security inspection; including but not limited to exterior doors, windows, and other potential places of entry into the home. The CPO shall complete a home security inspection report and must find the exterior doors to be of solid core construction, or structural equivalent and that the installation of dead-bolt locks will provide the intended barrier to forced entry. If so, the CPO shall initial and give the person an application, and suggest the person apply for a home security program grant. No person may apply until their home has been fully inspected by the C.P.O. The applicant shall complete the Home Security Program application form, answering each question completely, and shall legibly sign and date the application. Tenants must also have the signature of the owner of the property. The application form shall be returned to the CPO, who shall attach it to the home security inspection report and return it to the Community Development Department. The Community Development Department shall review each application. Verification of income information, supplied by the applicant, may be requested to determine eligibility. Any person who does not qualify shall be notified in writing. A copy of any negative determination shall also be filed with the CPO. Upon determination of eligibility, the Community Development Department shall notify the CPO of same and the CPO shall contact the applicant to establish a time during which the contractor shall install the dead-bolt system. Upon completion of the work the contractor shall transmit to the CPO all written warranties for the dead-bolt locks and a billing. The CPO shall inspect the dead-bolt system to assure proper operation, and shall transmit the billing to the Community Development Department when satisfactory installation is accomplished. The warranties shall be given to the applicant. INSTALLATION CONTRACTOR The City of Pasco shall contract with a local business(es) selected by the City of Pasco and qualified to perform dead-bolt lock installations. The contractor shall perform the work for a set fee per each door upon which a dead-bolt lock is installed. CONTRACTOR PAYMENT Upon receiving a job billing from the CPO, the Community Development Department shall initiate the payment process to the contractor. Any disputes pertaining to the Home Security Program shall be arbitrated by the Community Development Director, whose decision shall be final and binding.
