A RESOLUTION approving the contract for Water- Meter
Reading Services between the City of Pasco and Western Meter
Reading Custom Service Corporation.
WHEREAS, the high cost of maintaining in-house personnel
to perform the task of water- meter reading and water-meter
turn-ons and turn-offs prompted City Management to begin to
examine the feasibility and cost of contracting with an
independent contractor for the provision of such services; and
WHEREAS, the state of the art and the cost of repairs v.
replacement of water-meters has eliminated the need to employ a
water- meter repairman; and
WHEREAS, by investigation and research City Management
discovered that Western Meter Reading Custom Service Corporation
has been providing contract meter reading to electrical and
natural gas utilities for approximately ten years with
satisfactory service and maintains a good reputation and
relationship with the utilities that it serves; and
WHEREAS, the City was unable to locate any other similar
independent contractor in the Northwest and;
WHEREAS, it is absolutely essential that if the City is to
contract out for water-meter reading services that it do so with
a contractor with a proven record of service and performance, who
is established in the business and who has a solid financial
basis and;
WHEREAS, Western Meter Reading Custom Services Corporation
has those qualities deemed essential by the City Council and
further has negotiated with City staff a proposed contract for
water-meter reading services that will save the City and Pasco
citizens thousands of dollars annually and yet maintain quality
and efficient meter reading and other customer services for
customers of the City's water utility; and
WHEREAS, the proposed contract is deemed to be in the best
interest of the City and public service; and
WHEREAS, utilizing a public bid procedure would be a
useless act, in that the services to be contracted are unique and
the essential specifications required of a bidder for bidding
could not be met by any other known contractors, now, therefore,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO

RESOLVE AS FOLLOWS:
1. That certain contract for Water-Meter Reading Services
attached hereto as an Exhibit and incorporated by this reference
herein as if fully set forth, is hereby approved by the City
Council.
2. The Mayor is hereby authorized to sign the proposed
contract with Western Meter Reading Services Corporation.
