A RESOLUTION of the City of Pasco supporting legislation
authorizing the Department of Energy to
require private capital investment as a
condition of awarding contracts for manage-
ment and operation of government facilities
WHEREAS, the Tr-City, bi-county area is significantly impacted
as a result of the activities of the Department of Energy on the Hanford
site, and
WHEREAS, such impacts are largely economic and can have a positive
or negative effect, depending upon the nature and magnitude of the
DOE activity, and
WHEREAS, economic diversification, through the investment of private
capital by contractors managing and operating government facilities at
Hanford, can substantially reduce the economic impacts on the community
that result when DOE programs are reduced, modified, or otherwise
cut back, and
WHEREAS, appropriate federal legislation is necessary to clarify
the Department of Energy's authority to require the investment of private
capital by contractors managing and operating government facilities at
Hanford, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO
AS FOLLOWS
Section 1 The City of Pasco hereby endorses and supports legislation
authorizing the Department of Energy to require private capital investments
as a condition of awarding contracts for management and operation of
government facilities
Section 2 A copy of this resolution, when adopted, shall be
forwarded to the State of Washington's Congressional Delegation including,
but not limited to, Senators Gorton and Evans, and Congressmen Morrison,
Foley and Dicks, and Governor Booth Gardner
Section 3 In addition, when adopted, a copy of this resolution
shall be forwarded to appropriate officials of the United States Department
of Energy in Washington, D C , as well as to the Manager of the Department
of Energy's Richland Operations Office
