RESOLUTION NO. 1686
A RESOLUTION Approving Petition for Annexation Election.
WHEREAS, the City Council following public hearing upon
the attached petition calling for an election to vote upon the
annexation of unincorporate territory contiguous to the city of
Pasco, has determined the petition to be proper and it appearing
that an annexation election is in the best interest of the city,
now, therefore,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
RESOLVE AS FOLLOWS:
1. That certain petition, a copy of which is attached
hereto, calling for an election to vote upon the annexation of
unincorporated territory contiguous to the city of Pasco, which
unincorporated territory is described in the petition and signed
by a sufficient number of qualified electors resident in such
territory, is hereby approved and the proposed action requested
therein calling for an election to vote upon the annexation of
said unincorporated territory is also approved.
2. The city clerk shall cause to be filed with the County
commission for Franklin County a copy of this resolution and the
attached petition. A copy of this resolution and attached
petition shall also be filed with the Franklin County Boundary
Review Board as provided for in Chapter 36.93 RCW.

the legal description of the area to be annexed is accurate, the

City of Pasco is lawfully authorized to carry out the actions

Re Annexation Election for Precinct 41.
Dear Harold
Please find enclosed one certified copy of a petition on file with the Pasco
City Clerk calling for an election to determine whether or not the unincorporated
territory described in the petition (Precinct 411 will be annexed to the City
of Pasco The petition has been certified by the County Prosecuting Attorney
pursuant to RCW 35A.14 020 and 35.13 025, as well as the Pasco City Clerk
pursuant to RCW 35A 01.040 and 35A.14 020.
On July 22, 1985, the Pasco City Council considered the request presented
by the petitioners and, in accordance with RCW 35A 14.020, determined that
the city would annex the subject territory without assumption of indebtedness
and without simultaneous assignment of zoning, if the voters residing therein
approve the annexation proposal. Please find attached a certified copy of
Resolution No. 1686, approved by the Pasco City Council on July 22, 1985
Please note that annexations within the "Road 36 Sewer Service Area” have
been reviewed and approved by the Franklin County Boundary Review Board,
as documented in BRB file #129 A letter confirming the Board's previous
action and its effect on the subject petition is attached.
It is our understanding that the question of annexation must be submitted
to the voters at a general election within ninety days; if so, it would appear
that the September primary ballot would be appropriate. It is our further
understanding that the cost of this particular election issue must be borne
by the city. We will appreciate confirmation of this matter at your soonest

Dear Mr. Crutchfield:
With regard to your letter of Tuesday, July 23, 1985, and enclosed
petition calling for annexation election, your statement of the
situation relative to the Boundary Review Board is correct. Our
file #BRB129 details the most recent annual re-submission of Road
36 Sewer Service Area, that area covered by City of Pasco/Franklin
County agreement of 2-6-78, as well as by their agreement of 8-31-78
to approach the Boundary Review Board with a joint application for
BRB approval. You have also received our "60-day" form letter
indicating that #BRB129 has been deemed approved, pursuant to
RCW 36.93.100.
You indicated in your letter that the boundaries of the annexation
area affected by the proposed election lie within the above mentioned
service area This being so, the proposed annexation coincides with
objectives and requirements within the authority and responsibility
of the Franklin County Boundary Review Board, as repeated reviews by
this board have affirmed. As far as this board is concerned, you
are fully authorized to proceed.

RESOLUTION NO. 1686
A RESOLUTION Approving Petition for Annexation Election.
WHEREAS, the City Council following public hearing upon
the attached petition calling for an election to vote upon the
annexation of unincorporate territory contiguous to the city of
Pasco, has determined the petition to be proper and it appearing
that an annexation election is in the best interest of the city,
now, therefore,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO
RESOLVE AS FOLLOWS:
1. That certain petition, a copy of which is attached
hereto, calling for an election to vote upon the annexation of
unincorporated territory contiguous to the city of Pasco, which
unincorporated territory is described in the petition and signed
by a sufficient number of qualified electors resident in such
territory, is hereby approved and the proposed action requested
therein calling for an election to vote upon the annexation of
said unincorporated territory is also approVed.
2. The city clerk shall cause to be filed with the County
commission for Franklin County a copy of this resolution and the
attached petition. A copy of this resolution and attached
petition shall also be filed with the Franklin County Boundary
Review Board as provided for in Chapter 36.93 RCW.
