KENNEWICK CITY COUNCIL RESOLUTION NO. 84-40
A JOINT RESOLUTION OF THE PASCO AND KENNEWICK CITY
COUNCIL'S providing for an inter-city Library Committee for
negotiation with the Mid-Columbia Regional Library and for
cooperation in establishing continued library services in the
cities of Pasco and Kennewick.
WHEREAS, both the cities of Pasco and Kennewick have each
separately been unsuccessful in negotiating contracts for library
services with the Mid-Columbia Regional Library, which bear any
rational relationship to the budget appropriations in the other
departments of the respective cities and which allow for the
respective City Councils to reflect policy decisions for their
annual budgets in their appropriations foi library services; and
WHEREAS, the City Councils of each city are aware that
they have common goals in providing library service to their
citizens and, that independant negotiations by either city with
the Mid-Columbia Regional Library system will result in a
detrimental bargaining position for the other, NOW, THEREFORE,
THE CITY COUNCILS OF THE CITIES OF PASCO AND KENNEWICK DO
HEREBY JOINTLY RESOLVE AS FOLLOWS:
1. An Inter-city Library Committee is hereby established
consisting of the City Managers and the Mayors of each city.
2. Any and all negotiations by either city with the
Mid-Columbia Regional Library for library services will be
conducted by and through the Inter-city Library Committee for the
benefit of both the cities of Pasco and Kennewick.
3. The Inter-city Library Committee is hereby charged
with the responsibility and task of exploring all reasonable
avenues for the continued existence of a common library system in
the cities of Pasco and Kennewick, whether or not that common
system is continued tnrough contract(s) with the Mid-Columbia
Regional Library.
