HomeMy WebLinkAbout1649 ResolutionRESOLUTION NO. 1649 A RESOLUTION endorsing the Main Street Program and committing funds to assist the Pasco Downtown Development Corporation in the implementation and management of the Main Street Program. WHEREAS, revitalization of downtown Pasco has been of primary concern to the City of Pasco since the initial Central Business District (CBD) study in 1969; and WHEREAS, despite the improvement of certain physical conditions (streets, sidewalks, parking and beautification) undertaken by the city and downtown property owners through a Local Improvement District (LID) in 1976, the economic health and stability of downtown Pasco has continued to be eroded by the migration of commerce to suburban locations; and WHEREAS, the private sector interests in downtown Pasco have banded together in the form of the "Pasco Downtown Development Corporation" and have pledged to undertake the management of a comprehensive downtown revitalization effort, in the form of the "Main Street Program" so successfully employed in several Oregon cities and other small communities across the nation; and WHEREAS, the Pasco Downtown Development Corporation has further pledged to pay at least half the cost of undertaking and managing the "Main Street Program" for at least three (3) years; and WHEREAS, the City Council deems active partnership with the Pasco Downtown Development Corporation to be essential to the potential success of the Corporation's comprehensive effort to revitalize downtown Pasco as a major source of economic welfare, social activity and community pride; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO; SECTION ONE. The City Council of the City of Pasco enthusiastically endorses the Pasco Downtown Development Corporation's desire to undertake a comprehensive downtown revitalization effort and particularly endorses the Corporation's desire to operate the "Main Street Program"; SECTION TWO. The City Council of the City of Pasco hereby commits to its active and financial support of the "Main Street Program" by providing up to $15,000 for management of the "Main Street Program" for each of the next three years. ells, City Clerk APPROVED A TO FORM: 4.41,4*4 1984.
