A RESOLUTION of the City Council of Pasco Petitioning
the Washington State Department of
Transportation to consider grade separation
Improvements on U S 395 at the Hillsboro
Intersection as part of the U S 395
improvement project
WHEREAS, the Washington State Department of Transportation
is contemplating the widening and improvement of U S 395 north
of Pasco to Eltopia, and
WHEREAS, the intersection of Hillsboro Avenue with U S 395
at the northeastern city limits of Pasco is an "at grade" intersec-
tion, and
WHEREAS, the Hillsboro Avenue intersection presents a hazardous
situation because of the large amount of cross traffic and turning
movements of tractor trailer rigs, and
WHEREAS, it appears that this Washington State Department
of Transportation project is still in the preliminary phase of
design and is amenable to input from the City of Pasco, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO
Section 1 That the Washington State Department of Transporta-
tion amend its preliminary design plan to Include the provision
of a grade separation at the Hillsboro intersection with U S 395
Section 2 That, if necessary, the improvement prolect be
rescoped to include adequate funding for improvements to the Hillsboro
Avenue intersection, even if this necessitates eliminating construc-
tion mileage at the Eltopia end of the project
Section 3 That the Washington State Department of Transporta-
tion hold a public hearing in Pasco at the time the preliminary
engineering is completed so that the public will have a clear under-
standing what is to be in the project before it is submitted to
bid, and will have an opportunity to respond thereto
PASSED by the City Council of the City of Pasco this 16
