RESOLUTION NO. 1622
A RESOLUTION accepting the work performed by Ray Poland and
Sons Construction, Inc., under contract with
the city for construction of the East Pasco
Booster Station and Raw Water Improvements being
city project no. 81-2-07 and 78-2-06.
WHEREAS, the work performed by Ray Poland and Sons
Construction, Inc., under contract for project no. 81-2-07 and
78-2-06, has been examined by CH2M-Hill the consulting Engineer
providing contract administration services has found that all
work required by the contract has been acceptably performed and
completed in conformance with contract requirements, and
WHEREAS, it is CH2M-Hill's recommendation that the
city of Pasco formally accept the contractor's work and the
project as complete, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
That the City Council concur with CH2M-Hill's recommendation
and hereby accepts the work performed by Ray Poland and Sons
Construction, Inc., under contract for project no. 81-2-07 and
78-2-06 as being completed in conformance with the project
specifications and drawings, and
Be it further resolved that the City Clerk is hereby
directed to notify the Washington State Department of Revenue
and Labor and Industries of this acceptance, and
Be it further resolved that final payment for retainage
being withheld pursuant to applicable laws, regulations and
administrative determinations shall be released upon satisfaction
of same and verification thereof by the Director of Public Works
and Director of Finance.

Subject: Water System Improvements--Schedules A and B
Recommendation for Project Acceptance
This project was advertised for Competitive bidding July 11,
1982. Bids were opened August 5, 1982. Ray Poland and Sons,
Inc., general contractor of Kennewick, Washington, was the
low bidder with a bid for both schedules of $327,350.00
(excluding state sales tax).
The notice to proceed with the work was given September 22,
1982. The project completion date was specified by the
contract to be March 22, 1983.
_ The total final contract amount, as revised by Change Order
No. 1 (Revised) is $345,688.65 (excluding state sales tax).
The total sales tax on this contract amount is $23,714.80,
computed at 6.2 percent of a portion of the work and 7.3
percent for the remainder. The actual date of substantial
completion was October 31, 1983. An extension of time to
this date is included as a part of Change Order No. 1
(Revised). The principal reasons that an extension of time
was granted were the long delivery time for the alarm system,
the startup and testing time required for the automatic
control system, and the coordination of operation of this
pump station with other contract work occurring at the same
time.
It is our opinion that this project has been completed in -7
conformance with the intent of the contract documents, as/
revised by Change Order No. 1 (Revised). We therefore
recommend that this completed project be accepted by the
City.

We, or the City's authorized agent, have inspected the subject
project, which as to layout, size, and type of pipe, valves,
and materials and other designed physical facilities has
generally been constructed ih accordance with the plans and _
specifications. In our opinion, based on information avail-
able to us, the installation, testing, and disinfection of
the project were carried out in accordance with the
specifications.

Payment of die retainage am-ount of $_17,284.43 to the con-
tractor can be made thirty (30) -days after the formal_
acceptance of- the project by the City Council and the
requirements of paragraph 74, Final Payment of the General
Conditions of the contract, have been fulfilled.
