A RESOLUTION establishing the criteria by which the
the term "affordable rent" will be
determined, for Community Development
Block Grant purposes
WHEREAS, the Community Development Block Grant Program
permits the use of CDBG funds to assist rehabilitation of
multi-family residential structures if a majority of the
units in such structures are occupied by low/moderate-income
households at affordable rents, and
WHEREAS, the City, prior to assisting such structures,
must establish and make public its criteria in determining
"affordable rents"; NOW, THEREFORE,
BE IT RESOLVED by the City Council of the City of Pasco,
Washington;
For CDBG purposes only, the term "affordable rent"
shall mean that the monthly rent payment together with
the average monthly utility (water, sewer, electricity,
gas and oil) costs paid by the occupant household does not
exceed thirty-five percent (35%) of the respective occupant
household's average monthly gross income. An average shall
be based on a period of at least three (3) months; if the
occupant household has resided in the respective unit for
a lesser period of time, then an average is not required.
