AS TO
RESOLUTION NO 1615
A RESOLUTION urging the Consolidation Committee to go public
in the soonest possible time to inform the
public about all aspects of consolidation
WHEREAS, a Consolidation Committee of anonymous Tr-City citizens
interested in having a single consolidated city government in the Tr-
Cities has come together, and
WHEREAS, the interest of this committee, although laudable, has
created a concern to the City Council of Pasco and to the citizens it
serves because of the "sub rosa" manner by which the committee's work is
being done, and
WHEREAS, no one at this juncture knows who is serving on this self-
appointed committee, thus depriving the citizens of Pasco the opportunity
to become enlightened and fully informed about the full measure of all the
ramifications that consolidation, in whatever form, will create,- and
WHEREAS, an atmosphere of full and free inquiry is the essence of the
democratic process and this process, for better or for worse, has shaped
the course of events in our nation and in our city, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE, AS FOLLOWS
Section 1 That the Consolidation Committee yield to public
opinion and the desire of this Council and, in the soonest possible time
and certainly before petitions are circulated, submit to the public a full
accounting of the particular model of consolidation being proposed, and
that the committee tell the public candidly and openly about the
organizational efficiencies that consolidation would or could not achieve
Section 2 That the Consolidation Committee be encouraged not to
rush the consolidation issue to a vote on May 15, 1984, as has been
publicly stated, because the complexity of consolidation will require a
longer period of time to get all of the issues sorted out and
appropriately aired before the public
Section 3 That the Consolidation Committee go to the public in
the soonest possible time and tell the public about the organizational
structure of the consolidation proposal being developed, about the
boundaries of the area to be included within the proposed consolidation,
about the method and scope of representation to be afforded Pasco in the
proposed consolidated city, about the problems that consolidation will
solve, about the problems that consolidation is likely to create, and to
develop and disseminate statistical comparisons of cost before and after
consolidation
PASSED by the City Council of the City of Pasco this 16
day of January , 1984
