A RESOLUTION of the City Council of Pasco requesting Benton-
Franklin Governmental Conference to trim its
level of operation to cover essential
mandated services only
WHEREAS, all local jurisdictions are having difficult tires
making ends meet, and
WHEREAS, each jurisdiction is searching for ways and means
of reducing expenditure levels, and
WHEREAS, this essentially means placing emphasis on the
"got to haves" and letting the "nice to haves" go, and
WHEREAS, each and every function of local government should
be cost justified, including the functions of the Benton-Franklin
Governmental Conference, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DOES RESOLVE, as follows
Section 1 All functions of the Benton-Franklin Governmental
Conference with respect to the 1984 budget need to be approached
from a zero based budget perspective to separate the "got to
have" mandated work program elements from the "nice to have"
work program elements
Section 2 Any function now being carried out by the
staff of the Governmental Conference that does not fall within
the tight frame of reference as being essential and a "got to
have" should be discontinued and should not be funded in the
1984 budget
Section 3 Staff positions which cannot be clearly justified
in terms of cost-benefit in terms of an on-going essential need,
should be eliminated
Section 4 The basic essential functions as seen by this
city are (1) Transportation planning on an areawide basis
so as to maintain eligibility to receive federal and state grants,
and (2) a regional clearinghouse to review grant applications
All other functions and work program tasks should be subject
to a thoroughgoing cost justification analysis
Section 5 The City Council of Pasco does not find any
justification to maintain a large Governmental Conference staff
on a "ready to serve" condition and maintains that the operational
cost of the Governmental Conference must be reduced owing to
the fiscal condition that besets this city
