A RESOLUTION of the City Council expressing concern about
certain design provisions relating to the
Improvement of SR-12 north of Snake River
Bridge
WHEREAS, the Washington State Department of Transportation
has recently let a contract foi improving State Route 12 from its
intersection with Lewis Street to the Snake River Bridge, and
WHEREAS, the City of Pasco, through its City Engineer, was
not given an opportunity to review and discuss the design features
of this improvement before it went to bid, and
WHEREAS, the improvement, as now being constructed, raises
concern because of design inadequacies, to wit, the median strip
is designed to be only 76 feet in width, yet tractor/trailer combina-
tions up to 80 feet in length are now permitted, thus creating an
accident potential when rigs of this length are situated in the
holding or standing area traversing the median strip and, further,
there is no acceleration lane on SR-12, south of the Lewis Street
intersection, thus causing another accident potential for those
trucks turning right on to SR-12 from a dead stop and into a travel
lane of the freeway with speeding traffic up to 55 miles per hour,
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE, AS FOLLOWS
Section 1 To go on record expressing concern because the
City was not given an opportunity to review and comment on the design
plans and drawings before the State went to bid on the project
Section 2 To express reservations about the adequacy of the
design cow being effectuated by construction as to the width of
the median and as to the lack of a tapered acceleration lane on
SR-12 south of the Lewis Street intersection
Section 3 To request the Washington State Department of
Transportation in the future to consult with the City, through the
City Engineer, on proposed plans for improving State routes which
are in or adjacent to the city limits of Pasco
