RESOLUTION NO 1575 A RESOLUTION establishing the City Council's objectives and guidelines to direct the City Manager in the negotiation of 1984, 1985 and 1986 labor agreements WHEREAS, the City Council, after reviewing and analyzing the situation as it exists, finds that the problems affecting the ailing economy of the region are affecting this city government's ability to maintain salaries and employee benefits, and WHEREAS, the City has already made significant reductions in budget expenditures, and WHEREAS, further reductions in services and/or personnel will have to be initiated to make ends meet, and WHEREAS, the Council has been willing to make concessions in past years which have resulted in significant cost Increases in wages and benefits, and WHEREAS, the cost of living bas been decreasing significantly in the past year which causes the Council to expect the police and fire unions to show a willingness to make concessions so that the successor contracts for 1984 and beyond can be timely re-negotiated without prolonged and costly collective negotiations, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE, as follows Section 1 The Council's policy for collective negotiations for the successor police and fire agreements is to avoid, however possible, further sacrificial cuts in levels of municipal service, especially in the fire and police service, and the Council is seeking to secure labor agreement settlements with the police and fire unions that accomplish this purpose Section 2 The City Council prefers a three-year working agreement with each of the police and fire bargaining units on both "language" and "economics" Section 3 The Council's policy will be to get significant language and productivity concessions from the unions in return for which a two percent (2%) increase in the aggregate of the wage and benefit package will be considered Section 4 Lacking the receipt of significant concessions on language and productivity, the Council's policy is a "no increase" posture on any economic item Section 5 As part of the settlement package the Council will expect concessions to modify the medical/dental programs so as to reduce or stabilize the rapidly rising costs of these benefit programs ve 5E ells, City Clerk ‘11.
