RESOLUTION NO 1571
A RESOLUTION requesting the U S Congress to enact
legislation to overturn the Boldt decision and to
redefine the special rights and privileges
associated with the Indian Tribes
WHEREAS, the salmon and steelhead resources of the State of
Washington are declining at an alarming rate, and
WHEREAS, the decline is attributable to the allocation of
fifty percent of the available salmon and steelhead to only one
percent of the population of the State, and
WHEREAS, this court imposed allocation of our irreplaceable
fish resource results in permanent damage to our commercial and
sport fishing, and
WHEREAS, the decision of the Federal Court appears to us
inequitable and grossly unfair to the vast majority of the population,
and
WHEREAS, fishing and wildlife conservation laws should be
applied uniformally to all citizens, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO
Section 1 That the Congress of the United States enact
legislation overturning the Boldt decision and in lieu thereof
to redeline on a more realistic basis the special rights and privileges
bestowed on the Indian tribes with respect to fishing rights on
the Columbia River
Section 2 That the special group in question, namely the
Indian tribes, are entitled to consideration but not to the extent
benefited by the Boldt decision
