WHEREAS, the installation of the U. S. Army Corps of Engineers levees along the Columbia River required the Pasco community to forfeit its greatest natural asset, the shoreline, and WHEREAS, the McNary Second Powerhouse Project being undertaken by the Corps of Engineers should and does include funds to mitigate the loss of shore- line and provide visual enhancement of the sterile barrier created by the levee, and WHEREAS, the Pasco City Council has reviewed the Corps of Engineers' design memorandum for the McNary Second Powerhouse Project as it relates to improvement of the levee system in the Tr-Cities and the Council desires to express the needs of the Pasco community related thereto, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO That the following levee improvements, listed in order of priority, be included in the U. S ArmyCorps of Engineers levee beautification element of the McNary Second Powerhouse Project 1) Installation of landscape along the backside of the levee sufficient to create a pleasant visual barrier for the Pasco community. Landscape should include a mixture of grasses, shrubbery and trees 2) To the extent possible, improve the juvenile pond park area to take advantage of its natural assets and include circulation and passive recreation improvements 3) Extend the bicycle-pedestrian path from Road 40 easterly to the old bridge right-of-way -4 1.4 1 0 AIM I * Inriu mweve lusamitaramosk4N, maw M an Pr IP 1 P.
