A RESOLUTION authorizing the formation of a citizens committee
to investigate the need, feasibility, location and
the general specifications of a softball field
complex for the City of Pasco.
WHEREAS, the Pasco City Council has before it a recommendation
from the Parks and Recreation Advisory Council that a special committee
be formed to investigate the feasibility of a softball complex for the
City of Pasco together with the names of persons Interested to sit on
such a committee, and the City Council having considered the recommen-
dations and approving the same, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO RESOLVE AS
FOLLOWS:
A citizens committee to be known as the Softball Complex Citizens
Committee is hereby recognized and charged to do the following tasks:
1. To appoint from its own membership a chairman and to
divide into subcommitties as the committee itself
shall determine necessary;
2. To cooperate with and seek the assistance of the City
Manager and the Director of Parks and Recreation;
3. To determine the real need for a softball field complex
in the City of Pasco;
4. To determine possible sites for a softball field complex
and to prioritize at least three different locations
within the city and report on the pros and cons of each
site;
5. To determine the recommended configuration and size of
the complex taking into consideration present and future
needs and costs; and to determine the need and feasi-
bility of other amenities such as a parking area, bleacher
seating, concession area, etc.;
6. To investigate possible funding sources for construction
and maintenance and operation of the facility;
7. The committee shall consult with the Pasco School District
to seek their assistance in learning future school site
planning and potential use of the softball complex by the
School District; and
8. The committee shall prepare a report for the City Council
containing its findings and recommendations.

The committee shall in the execution of its charged responsi-
bilities be cognizant of and take into consideration the city's
limited capacity to incur debt, its financial position and the econ-
omic condition of the community. The committee shall also consider
and report on the projected cost of maintenance and operation of the
facility.
The committee should consider as an objective the proposing of
a facility, if any such facility is actually needed, adequate to meet
the basic needs for such a facility only and without the inclusion of
unnecessary costs of construction, operation and maintenance.
The committee shall be composed of those persons named on Exhibit
A to this resolution.
