RESOLUTION NO. 1529
A RESOLUTION of the City Council of the City of Pasco
declaring policy objectives for allevia-
ting and controlling the use of drugs for
illicit and illegal purposes
WHEREAS, the use of drugs for illicit and illegal purposes is
detrimental to the health and well-being of Pasco; and
WHEREAS, aggressive action against drug users and traffickers
is necessary to create a more favorable social and economic climate
in Pasco; and
WHEREAS, the minds, hearts and bodies of Pasco citizens, young
and old, are terrible things to waste and the illicit and illegal
use of drugs encourages and accelerates this waste; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OP PASCO DOES RESOLVE AS FOLLOWS.
Section One. The policy of the city shall be aggressive and
hard-nosed on drug enforcement.
Section Two. The policy of the city shall require a compre-
hensive misdemeanor city ordinance on illicit and illegal use of
drugs, where needed, to provide more effective enforcement.
Section Three. The policy of the city shall require law
enforcement officers to make arrests in all situations where the
use or trafficking in illegal drugs is found, irrespective of the
amount involved.
Section Four. The policy of the city shall be to expedite
getting all cases to the appropriate court in the soonest possible
time consistent with mandated due process.
Section Five. The policy of the city shall be to encourage
the courts, consistent with the facts, to levy the full penalties
which are permissible under the law.
Section Six. The policy of the city shall be to initiate,
encourage and support drug education programs which are for the pur-
pose of educating people, especially young people, about the fact
that drug use is injurious to health.
Section Seven. A Drug Education Task Force is hereby estab-
lished whose mission shall be as follows:
a) To work with the school district on drug education
and information programs to educate pupils and
parents about the dangers of illicit and illegal
use of drugs.

b) To develop a high level of expertise on drug abuse
and to establish a speakers bureau to address
service clubs about drug abuse
c) To appoint a temporary chair of the Task Force whose
role will be to help determine the size, representa-
tion, and scope of programs of the Task Force.
d) To appraise the city council through the city council
liason representative about the extent and scope of
drug problems in Pasco and to make appropriate recom-
mendations to the city council and staff in the alle-
viation and elimination of drug abuse problems.
PASSED by the City Council of the City of Pasco this
day of September, 1982.
