A RESOLUTION of the City Council of Pasco Petitioning the
City Council of Kennewick to officially become
Involved with the City of Pasco in a Cable Television
Refranchising Effort
WHEREAS, the Columbia Television Company CATV franchise
with the City of Pasco expires on December 31, 1982, and
WHEREAS, the same Company serves the City of Kennewick with
cable television service, and
WHEREAS, the Kennewick franchise has approximately three
years to expiration, and
WHEREAS, the two cities are both served by a common system
served by a common headend, and
WHEREAS, there are approximately 14,000 subscribers in the
Kennewick service area, and approximately 4,500 subscribers in
the Pasco service area, and
WHEREAS, there is strength in numbers for the purpose of
negotiating a new franchise for Pasco, since whatever is obtained
for cable service in the successor Pasco franchise will also
be available for the Kennewick subscribers because of the nature
of the wired system that characterizes the Pasco/Kennewick service
area of Columbia Television, and
WHEREAS, the City Council of Pasco has appointed an ad hoc
citizens committee to study and make recommendations about a
successor franchise, and has employed a cable television consultant
to assist the committee and city staff, and
WHEREAS, this committee has requested that the City Council
of Pasco petition the City Council of Kennewick to have that
city officially become a part of this refranchising effort, believing
that a Joint effort would be beneficial to the citizens of both
cities that presently and in the future will utilize cable television,
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO DOES RESOLVE, as follows
Section 1 That there are mutual benefits to be obtained
for the citizen/subscribers in both Kennewick and Pasco to join
together in a refranchising effort
Section 2 That Kennewick citizen/subscribers will be affected
by whatever the City of Pasco obtains for cable service if Pasco
goes about the refranchising effort with no inputs from the Kennewick
sector of the service area

Section 3 That the City Council of Kennewick is requested
to make an early determination of the manner and form of the
involvement, if any, that the City of Kennewick will take with
respect to the Pasco refranchising effort

day of April, 1982
