A JOINT RESOLUTION of the cities of Pasco, Kennewick and Richland,
Washington, requesting the District Engineer, U S Army, Corps
of Engineers, Walla Walla District, to make a feasibility study of
the lowering of the levees along the McNary Pool through the
Tr-Cities area
WHEREAS, the existing high Columbia River levees throughout the Tn.-
Cities impedes public view, appreciation and access to the river, and
WHEREAS, the lowering of the river levees through the Tr-Cities
would stimulate the recreational use of the levees and thecommercial and
residential usage of undeveloped property along the river levees; and
WHEREAS, circumstances upriver with respect to flood control and
changing water levels have changed since the McNary Dam and Pool pro-
ject was developed which may make the existing high levees unnecessary,
NOW, THEREFORE
BE IT RESOLVED AS FOLLOWS
The District Engineer, U S Army, Corps , of Engineers, Walla Walla
District is requested to make a feasibility study of the lowering of the levees
along the Columbia itiver McNary Pool through the Tr-Cities area.

Dear Colonel Williams
The enclosed resolution adopted by the City Councils of Pasco,
Kennewick and Richland, embodies the collective request of these
municipal governments to the U S Army Corps of Engineers to
undertake a study as to the feasibility of lowering the flood
control levees on the McNary Pool in the Tr-Cities area.
We respectfully request the Corps to undertake such a study, as
we have reason to believe that these levees were "over built"
and that changed circumstances since their construction would
warrant their lowering
Our cities have a special concern about the levees because the
river is a great natural asset and the high levees essentially
screen the river from the view of existing shoreside property.
